Overview:
IFDC is seeking a Grants & Contracts Specialist-2SCALE for its flagship program in Africa. The 2SCALE program is designed to incubate and accelerate inclusive agribusiness development in target countries in Africa, with public-private partnerships (PPPs) as the core implementation modality to achieve the program objectives. The Grants & Contracts Specialist-2SCALE will support 2SCALE partnership facilitators and country team leaders to finalize and monitor partnership agreements or Memoranda of Understanding (MoUs)/ contractual agreements in some of 2SCALE’s focus countries (most likely Ghana, Nigeria, and Ethiopia). She/ he will also be responsible for building the financial/ administrative capacity of the local business support services (BSSs) that were awarded a subgrant.
Responsibilities:
- Support 2SCALE technical staff in finalizing partnership agreements, MoUs, and contractual agreements, including advisory on legal clauses, and review of responsibilities and budgets in some of 2SCALE’s focus countries.
- Update the system to monitor key deliverables (e.g. governance meetings and filing of minutes; annual financial statement; private sector contribution, etc.) agreed upon in the partnership agreements as well as in MoUs/ contractual agreements and consultancy contracts related to all active partnerships. Anticipate reminders to partnership facilitators and country team leaders.
- Conduct and document the due diligence of potential new contractors, i.e. BSSs or consulting organizations identified for specific partnership-related services, as per the partnership agreements or related action plans.
- Review action plans and budgets proposed under subgrants and consultancy contracts. Whenever needed, suggest modifications or refinements, in consultation with country team leaders and partnership facilitators.
- Monitor the implementation of subgrants, including the review of financial and narrative reports submitted by BSSs in a timely and accurate manner, to ensure compliance with the agreement and provide feedback.
- Prepare regular reports on the status of subgrants and the partnerships, including monitoring and evaluation data and financial information. Identify areas where improvements are needed and suggest solutions to the partnership facilitators and country team leaders.
- Organize training sessions and workshops to build the financial/ administrative capacity of the local BSSs that were awarded a subgrant.

Requirements:
- Bachelor’s degree in relevant field.
- At least 2 years of experience in a similar role.
- Experience in grant administration and partnership agreements.
- Knowledge of contractual obligations.
- Experience in agribusiness and international trade and development.
- Strong analytical and problem-solving skills.
- Excellent verbal and written communication skills.
